Radnor Township is pleased to introduce Sam Woods Thomas as the Township’s Economic Development Manager, bringing seasoned leadership including 15 years of public and non-profit experience to this newly created position focused on creating economic growth in the Township.
Mr. Thomas joins Radnor with a background in economic development, strategic planning, and community growth initiatives including development experience in Philadelphia’s River-Wards communities, as well as government service with the City of Philadelphia. On behalf of Philadelphia Department of Commerce, Mr. Thomas served as the Director of Life Sciences and Biotechnology and later Senior Director of Business Attraction, leading business recruitment, and strategic economic development efforts. As a city official, he secured millions of dollars in state, local, and federal funding for the business community via grants, forgivable loans, and tax incentives, while focusing on economic ecosystem development.
In his new role, Mr. Thomas will lead the Township’s economic development efforts, including business attraction and retention, long-range planning, and initiatives designed to strengthen Radnor Township’s economic vitality. His leadership will play an integral part in supporting the Township’s strategic goals and fostering an environment where residents, businesses, and community partners can thrive.

Mr. Thomas specializes in relationship management with elected officials, universities, business communities, and non-profits and believes in working towards stronger economic futures through targeted development strategies, infrastructure planning, and community engagement. He expressed enthusiasm for this new opportunity, noting his commitment to supporting the Township’s long-term success.
