Board of Commissioners
As provided by the charter, the voters of Radnor give legislative and executive authority to a Board of Commissioners. The Board is Radnor's governing body. It consists of seven members, each representing one of the seven wards comprising the Township. Ward boundaries are redrawn every ten years (following the decennial U.S. census) to provide each voter in the Township equal representation. A commissioner is elected for a four-year term by the voters of the ward and is compensated $2,100 per year in accordance with the Home Rule Charter.
The Board's chief responsibilities include supervising Township operations, establishing an annual budget, levying taxes, and passing necessary policy and regulatory ordinances. The Board also appoints principal officials to run the day-to-day affairs of the Township, and it appoints members to advisory boards, commissions, and authorities.
To ensure citizens an active role in local government, the charter mandates that the Board of Commissioners routinely conduct public meetings and provide voters with the right to remove elected officials by recall election and to initiate and repeal ordinances through initiative and referendum petitions.
The Board of Commissioners meets on the second and fourth Mondays in September through May and on the third Monday in June through August at 7:00 p.m. Meetings are held in the Radnorshire Room of the Township Building, located at 301 Iven Avenue, Wayne and are televised on Radnor Cable Channel 10 and Verizon FiOS Channel 30.

John is a semi-retired engineer who has lived in Radnor's Fifth Ward for 25 years. During this time he has served the Community as a member of the Parks and Recreation Board and the Environmental Advisory Committee. John joined the Board as the result of a special election in 2009 and served as President since January 2010. He received his Bachelors Degree in Mechanical Engineering from Drexel and an MBA from Widener and is a Licensed Professional Engineer.
John is chair of the Parks & Recreation and Public Health Committees and serves on the Personnel & Administration, Finance & Audit, Open Space, and Public Safety Committees. |
Donald Curley was elected to the Board in 2009 and served as Vice President of the Board since January 2010. Don was born in Southern Delaware County, moved to Radnor in 1972, and grew up in South Wayne. His education includes a Bachelor of Civil Engineering, a Master of Science in Engineering, a Master of Arts, and a Doctor of Philosophy from the University of Pennsylvania.
Don's professional experience includes naval service and years of consulting engineering. Don has taught Engineering and City Planning courses as an adjunct professor or lecturer at the University of Pennsylvania, Villanova University, and Drexel University. He has worked as a researcher at Penn and Villanova. Don also operates his own consulting engineering practice. He is a professional engineer (P.E.) and a certified planner (A.I.C.P.).
Don and his wife Carol have three sons; Walter (age 7), Luke (age 5.5), and Will (age 4).

Harry G. Mahoney has represented Ward 1 since 1995 and served as President of the Board from October 2003 to December 2008. Hank is a partner at the Philadelphia law firm of Deasey Mahoney & Valentini. He and his wife, Jean, have four children and live in North Wayne.
Hank is chair of the Public Safety Committee and serves on the Open Space, Public Works & Sewer, Finance & Audit, Community Development Committees.

Ward 2
Kevin Higgins, appointed interim Ward 2 Commissioner on October 22, 2007, has lived in Radnor Township for over twenty-years and in the second Ward for over ten years. He has previously served on the Parks and Recreation Board and as the liaison to the Shade Tree Commission. He has an undergraduate degree in accounting from Georgetown University, an MBA form the University of Michigan and is a licensed CPA. He lives in Radnor with his two daughters.
Kevin is chair of the Library Committee and serves on the Personnel & Administration and Finance & Audit Committees.

The Ward 3 Commissioner is William A. Spingler, who was elected in 1991 and also served on the Board of Commissioners in 1970-1971 before being elected to Delaware County Council. Bill lives in South Wayne and has two children and six grandchildren. He is chair of the Public Works & Sewer Committee and also serves on the Community Development, Personnel & Administration, Open Space, and Finance & Audit Committees. Bill is a self-employed real estate broker with the Spingler Agency in Paoli.

Elaine P. Schaefer 610-355-0611 Ward 4
Elaine Schaefer was elected to the Board in 2009 and has served since January 2010. Elaine has lived in Radnor Township for over ten years. Prior to serving on the Board, she was the Executive Director of the Radnor Conservancy. She also served on the Executive Board of the Radnor Educational Foundation, the Board of the Radnor League of Women Voters and as President of the Radnor Middle School PTO and the Ithan Elementary School PTO. Elaine is an attorney with an undergraduate degree from Boston College and a Juris Doctor from William and Mary Law School. Elaine is married to husband John and has three children who attend Radnor Middle School and Radnor High School.

Ward 7
John Fisher, a long-time resident of Radnor, is married and a proud father of two sons. He has served as commissioner of the 7th Ward since January 2008 and as Vice President from January 2009 to January 2010. He is founder and owner of Unidec and his management experience includes accounting, engineering, sales and marketing. In 2002, John obtained a graduate degree in management from the University of Pennsylvania School of Engineering and Applied Science & the Wharton School of Business and holds a BSEE degree from Villanova University. John is a member of the Radnor School District Diversity Council and serves on advisory boards for local colleges including the Drexel University and Delaware County Community College.
