As provided by the charter, the voters of Radnor give legislative and executive authority to a Board of Commissioners. The Board is Radnor's governing body. It consists of seven members, each representing one of the seven wards comprising the Township. Ward boundaries are redrawn every ten years (following the decennial U.S. census) to provide each voter in the Township equal representation. A commissioner is elected for a four-year term by the voters of the ward and is compensated $2,100 per year in accordance with the Home Rule Charter.
The Board's chief responsibilities include supervising Township operations, establishing an annual budget, levying taxes, and passing necessary policy and regulatory ordinances. The Board also appoints principal officials to run the day-to-day affairs of the Township, and it appoints members to advisory boards, commissions, and authorities.
To ensure citizens an active role in local government, the charter mandates that the Board of Commissioners routinely conduct public meetings and provide voters with the right to remove elected officials by recall election and to initiate and repeal ordinances through initiative and referendum petitions.
The Board of Commissioners meets on the second and fourth Mondays in September through May and on the third Monday in June through August at 7:00 p.m. Meetings are held in the Radnorshire Room of the Township Building, located at 301 Iven Avenue, Wayne and are televised on Radnor Cable Channel 10 and Verizon FiOS Channel 30.
Thomas A. Masterson, Jr. of Arbordale Road in West Wayne has served as Commissioner of the 6th Ward since 2003 and has served as President of the Board since January 2009. Tom, a litigation attorney with the Lundy Law Firm in Philadelphia, is chair of the Public Safety Committee and also serves on the Finance & Audit, Library, and Public Works Committees. He and his wife, Jody, have three children.
John Fisher, a long-time resident of Radnor, is married and a proud father of two sons. He has served as commissioner of the 7th Ward since January 2008 and as Vice President since January 2009. He is founder and owner of Unidec and his management experience includes accounting, engineering, sales and marketing. In 2002, John obtained a graduate degree in management from the University of Pennsylvania School of Engineering and Applied Science & the Wharton School of Business and holds a BSEE degree from Villanova University. John is a member of the Radnor School District Diversity Council and serves on advisory boards for local colleges including the Drexel University and Delaware County Community College. He is chair of the Public Health Committee and also serves on the Finance & Audit, Library, and Public Safety Committees.
Harry G. Mahoney has represented Ward 1 since 1995 and served as President of the Board from October 2003 to December 2008. Hank is a partner at the Philadelphia law firm of Deasey Mahoney & Valentini. He is chair of the Open Space and Personnel & Administration Committees and member of the Public Works & Sewer and Finance & Audit Committees. He and his wife, Jean, have four children and live in North Wayne.
Kevin Higgins, appointed interim Ward 2 Commissioner on October 22, 2007, has lived in Radnor Township for over twenty-years and in the second Ward for over ten years. He has previously served on the Parks and Recreation Board and as the liaison to the Shade Tree Commission. He is co-chair of the Finance & Audit Committee, is chair of the Library Committee, and serves on the Community Development and Parks & Recreation Committees. He has an undergraduate degree in accounting from Georgetown University, an MBA form the University of Michigan and is a licensed CPA. He lives in Radnor with his two daughters.
William A. Spingler

The Ward 3 Commissioner is William A. Spingler, who was elected in 1991 and also served on the Board of Commissioners in 1970-1971 before being elected to Delaware County Council. Bill lives in South Wayne and has two children and four grandchildren. He is chair of the Public Works & Sewer Committee and also serves on the Community Development, Personnel & Administration, Open Space, and Finance & Audit Committees. Bill is a self-employed real estate broker with the Spingler Agency in Strafford.
Enrique R. Hervada, the Ward 4 Commissioner, was elected to the Board on November 27, 2000 in a special election and re-elected in 2001 and 2005. He is chair of the Parks & Recreation Committee and also serves on the Finance & Audit, Public Health, and Personnel & Administration Committees. Enrique lives in Bryn Mawr with his wife, Jennifer, and their two sons. He is employed by Lincoln Financial Group in Radnor.
In 1999, Lisa Paolino was the first woman in Radnor history to be elected to a full four-year term when she became the Ward 5 Commissioner. She first joined the Board in July 1999; served as Vice President of the Board from October 2003 to December 2008. She serves as chair of the Community Development Committee and as a member of the Finance & Audit, Open Space, Public Health, and Public Safety Committees. She has two children and lives in Bryn Mawr. She is a former Vice President of Operations for Mace Securities and currently serves as an entertainment and Internet consultant.
